    The Human Resources Specialist II - Hiring provides services to Hope support recipients through their work in carrying out the hiring and onboarding functions of the Agency with minimal supervision. This position is responsible for ensuring the necessity of job postings, pre-screening applicants, performing interviews, conducting reference checks, hiring new employees into appropriate Agency departments, and assuring the completeness of applications and hire packets per established guidelines. The Human Resource Specialist II – Hiring must ensure that all hiring is carried out in a lawful manner and meets the needs of the Agency.


    •  Provides exceptional customer service to all potential applicants in alignment with Agency values and expectations.
    • Maintains regular contact with hiring managers, supervisors, and directors in the Agency to discuss and understand the Agency’s hiring needs. Assures that positions being requested for posting and hiring meet the needs of the Agency and are approved through executive management when necessary.
    • Meets appropriate staffing levels for all Networks by screening internal and external applications, assessing applicants’ qualifications, conducting interviews, extending job offers, completing necessary paperwork, and scheduling new hires for New Hire Orientation programs.
    • Collects and verifies pre-hire requirements provided by prospective employees, including documentation of required qualifications, criminal background checks, driving records, and reference checks.
    • Facilitates pre-boarding processes and completes post-hire documentation and other hiring requirements within timeframes per Agency policy, state regulations and federal law.
    • Assesses internal transfer requests to determine if the transfer meets the Agency’s eligibility requirements. Completes required documentation associated with an internal transfer.
    • Attends staffing meetings and assists with finding suitable positions and hours for new hired employees or potential candidates. Offers feedback to hiring managers and supervisors on staffing issues.



    • Bachelor’s degree in Human Resources or other related field required. Experience in lieu of education may be accepted on a two for one basis in appropriate fields.
    • Two years’ experience in Human Resources required.


    • Meets State and Agency requirements for passing a criminal background check upon hire and as required thereafter.
    • Lifts 25 pounds from a squat and kneel position on the floor.
    • Completes all required State, Agency, department, and position specific training as assigned.
    • Obtains a tuberculin clearance at time of employment and annually thereafter.
